MASTER-Tavrida robotic telescope  (Global MASTER-Net: http://observ.pereplet.ru, Lipunov et al., 2010, Advances in Astronomy, vol. 2010, 30L)  located in Russia (Lomonosov MSU, SAI Crimea astronomical station) started inspect of the Fermi GRB191017.96 (trigger No 593045905,08h 54m 02.400s , +00d 40m 48.00s, R=8.83) errorbox  474 sec after notice time and 593 sec after trigger time at 2019-10-17 23:08:13 UT, with upper limit up to  17.7 mag. The observations began at zenit distance = 78 deg. The sun  altitude  is -49.1 deg. 

The galactic latitude b = -60 deg., longitude l = 98 deg.

We obtain a following upper limits.

Filter C is a clear (unfiltred) band.
