MASTER-Amur robotic telescope  (Global MASTER-Net: http://observ.pereplet.ru, Lipunov et al., 2010, Advances in Astronomy, vol. 2010, 30L)  located in Russia (Blagoveshchensk State Pedagogical University) started inspect of the Fermi GRB190930.44 (trigger No 591532362,22h 42m 55.992s , +18d 25m 59.88s, R=50) errorbox  1038 sec after notice time and 1141 sec after trigger time at 2019-09-30 10:51:38 UT, with upper limit up to  18.3 mag. Observations started at twilight.  The observations began at zenit distance =  6 deg. The sun  altitude  is -16.4 deg. 

The galactic latitude b = -60 deg., longitude l = 98 deg.
