MASTER-SAAO robotic telescope  (Global MASTER-Net: http://observ.pereplet.ru, Lipunov et al., 2010, Advances in Astronomy, vol. 2010, 30L)  located in South Africa (South African Astronomical Observatory) started inspect of the Fermi GRB190928. (trigger No 591321287,06h 55m 16.080s , +53d 28m 58.80s, R=34.9) errorbox  2615 sec after notice time and 2694 sec after trigger time at 2019-09-28 00:39:36 UT, with upper limit up to  18.7 mag. The observations began at zenit distance = 79 deg. The sun  altitude  is -44.4 deg. 

The galactic latitude b = -60 deg., longitude l = 98 deg.

We obtain a following upper limits.

Filter C is a clear (unfiltred) band.
