Fermi GBM-190816: Correction from the Zwicky Transient Facility

In GCN # 25430, four transient were reported. For one of these, ZTF19abqykei, also known as AT2019obh, the position given was incorrect. A negative sign was missing from the declination.  The correct position should be:
