Konus - Wind also observed this burst (GCN 2300)
at 15950.855 s UT.  Analysis shows
that the first error box has the correct ecliptic latitude.
(with ERROR BOX CENTER:   6 h 51 m 21.55 s    -13 o 20 '   5.65 ")
